On 1^st July 2019 the Norway Grants 2014–2021 period programme "Correctional Services" pre-defined project "Establishment of Training centre infrastructure and model prison blocks for training opportunities in the Olaine prison territory" implementation contract was signed.

Project goal is to build new infrastructure appropriate for the needs of the Correctional Service training, with the construction of the Training centre, and envisioning the construction of the open prison block, thus providing comprehensive training practice opportunities within the territory of the Olaine prison (Latvian Prison Hospital).

Project implementation duration: until 30^th April 2024.

Total project funding: 14 073 529 EUR.

Main Project activities:

Construction of Training centre and open prison block;
Development of normative acts;
Approbation of staff training programmes;
Project management and publicity.

From April 24 to 26, the first global Innovative Prisons Infrastructure Conference (IPIC): ''Sustainable Planning and Design for Better Corrections'' took place in Istanbul, Turkey.

Continuing the series of journals published by the Latvian Prison Administration, the latest issue of the Administration's journal, the 2024 edition, has been published with the support of a Norway Grants.

With the financial support of Norway Grants, as part of the "Correctional Services" programme pre-defined project "Establishment of Training centre infrastructure and model prison blocks for training opportunities in the Olaine prison territory" from 11 to 12 April was organized international conference "PROFESSIONALISM: THROUGH CORRECTION TO SAFETY".

Working together for a safe and inclusive Europe. Video has been made within the framework of the project “Establishment of Training centre infrastructure and model prison blocks for training opportunities in the Olaine prison territory” of the Norwegian financial instrument programme “Correctional Services”.

The conference is being held on April 11 and 12, within the framework of the Norway Grants Programme "Correctional Services" project “Establishment of Training centre infrastructure and model prison blocks for training opportunities in the Olaine prison territory” thus marking its end.

With the financial support of Norway grants, as part of the "Correctional Services" programme pre-defined project "Establishment of Training centre infrastructure and model prison blocks for training opportunities in the Olaine prison territory" from 20 to 22 February were organized training for different levels of managers. The training programme were developed within the framework of the ESF project and approbated within the Norway grants project.

In the latest issue of the Latvian Prison Administration magazine we invite you to get acquainted with current activities in the field of social correction, interviews with industry professionals, historical reviews and current statistics.

The 16th meeting of the Programme Cooperation Committee within the framework of the Norway Grants 2014-2021 "Correctional Services" Programme is taking place on 5-7 February 2024, where the participants are getting introduced to the progress of the Norway Grants 2014-2021 "Correctional Services" programme and the progress of the pre-defined project "Establishment of training centre infrastructure and model prison blocks for training opportunities in the Olaine Prison" and discussing further cooperation.

On February 1, 2024 Latvian Prison Administration launched an advertising campaign with the aim to raise public awareness of the available vacancies and to promote the image of LPA, which will help to recruit new employees

On Friday, 12th of January, topping out ceremony took place in the construction area of the Olaine Training Centre, marking the completion of the building's supporting structure. Traditionally, this ceremony occurs when the final structural beam is raised into place, completing the building’s frame.

On 11 January, a bilateral meeting was organised in the framework of the Norwegian grant programme "Correctional Services" for the period 2014-2021, which was attended by representatives of the Latvian Ministry of Justice and the Latvian Prison Administration and representatives of the Norwegian Correctional Services Directorate Kim Ekhaugen and Kristin Sauness Franklin.

On November 28-29, 2023 participants from the Administration of Liepāja Prison, Jēkabpils Prison, Valmiera Prison, Iļģuciems Prison, Riga Central Prison and Cēsis Correctional Institution for Juveniles, as well as the delegates from the Training Center participated in the TOT (Training of Trainers) training organised within the NFI project

From 27 to 28 November, representatives of the Oslo Red Cross and the Norwegian Correctional Services Directorate visited Latvia. The aim of the technical meeting was to plan the training content for the beginning of the next year, to define the scope of the Working Group and to identify the most relevant topics, focusing on the staff of the State Probation Service and the Latvian Prison Administration

From 7 to 10 and from 14 to 17 November 2023, two Latvian delegations went to Norway with the aim to get acquainted with the practice of the neighbouring country's partners in the implementation of the mentoring (practice management) system, thus ensuring further training of the practice managers of the Latvian Prison Administration and successful transfer of the practice manager training programme.

On 24-26 October 2023, 7 mentors from Romerike Prison in Norway visited Latvia on an exchange visit, within the framework of NFI project activities “Partner consultations”.

In the framework of the Project sub-activity No.2.3.4. “TOT (Training of Trainers)” in 2022, trainers were trained to work in Latvian prisons, however, taking into account the variability of personnel and the work capacity of existing trainers, it was concluded that it is necessary to train an additional group of trainers in order to fully implement the planned ToT activities in prisons places.

From 3 to 6 October Latvian prison mentors went on an experience exchange visit to Norway in order to get acquainted with the Norwegian partners' practice in the implementation of the mentoring (practice management) system, thus ensuring further training of the practice managers of the Latvian Prison Administration and successful transfer of the practice manager training programme.

Within the framework of the project “Establishment of Training centre infrastructure and model prison block for training opportunities in the Olaine prison territory”, co-financed by Norwegian Grants, a visit of mentors – Latvian Prison Administration representatives – was organized in Norway on 12-15 September 2023.

From 4 to 8 September 2023, the Latvian delegation, represented by members of the Ministry of Justice, the Prosecutor's Office of the Republic of Latvia, the State Probation Service, the courts of the Republic of Latvia, the Training Centre of the Latvian Prison Administration and the Norwegian Correctional Service, visited Northern Ireland.

From 29 to 31 August 2023, within the framework of the Project Norwegian financial instrument sub-activity No.2.3.4. “ToT (Training of Trainers)” and in collaboration with colleagues from Norway, the training “Use of training video programmes in staff education, managing work in a group” was held for the Training centre senior teacher and future managers of 9 non-formal education programmes for adults “Good Prison Officer”, “Dynamic Safety” and “Promoting Changes”.

On 14 July, a ceremonial event to celebrate the start of the construction of the Training Centre for employees of the Latvian Prison Administration was held in Olaine, where a capsule was laid in the foundation of the Centre.

On Tuesday, 13 June 2023, the international conference “Custodial Sentence: Motivation to Execute. Motivation to Serve” was opened by Inese Libina-Egnere, Minister of Justice, and introductory speeches given by Dmitrijs Kalins, Head of Latvian Prison Administration, and Imants Jurevicius, Head of the State Probation Service.

On 7-9 June 2023, training workshop “Introduction of Contact Persons System in Prisons” took place, where prison management officials and senior inspectors analysed and discussed the introduction of contact persons’ system; learned different approaches to work both within a team and with prisoners.

At the end of last week, on 25-26 May 2023, the Ministry of Justice in cooperation with the Latvian Prison Administration and the State Probation Service, organized an international conference “Future Competences for Future Prisons” in Riga for correctional service specialists

From 22 May to 24 May 2023, representatives of the Latvian Prison Administration, together with the Ministry of Justice, participated in the 14th Cooperation Committee meeting of the Norway Grants programme, and discussed the progress of the programme "Correctional Services" project "Establishment of Training centre infrastructure and model prison block for training opportunities in the Olaine prison territory".

On 24-25 April 2023, representatives of the Norwegian Red Cross and the Directorate of Norwegian Correctional Service visited Latvia in order to meet representatives of the Ministry of Justice of the Republic of Latvia, the Latvian Red Cross, Latvian Prison Administration and the State Probation Service, and discuss the promotion of mutual collaboration.

A contract has been signed for the construction of a Training Centre for prison employees

At the beginning of spring, the Latvian Prison Administration representatives went to Finland to learn about the practices of partners in information technology issues with an aim to more effectively plan IT solutions for the Latvian Prison Administration information systems, the new Training centre, existing prisons, as well as the new Liepaja Prison.

In order to more effectively plan the information communication technology solutions for the Latvian Prison Administration information systems, new Training centre, existing prisons, as well as the new Liepaja Prison, Dmitrijs Kalins, Director General of Latvian Prison Administration, and colleagues from Latvian Prison Administration Central Office went on a visit to Norway to get acquainted with the practices of Norwegian partners in information communication technology issues.
