On 1st July 2019 the Norway Grants 2014–2021 period programme "Correctional Services" pre-defined project "Establishment of Training centre infrastructure and model prison blocks for training opportunities in the Olaine prison territory" implementation contract was signed.

The Project implementation period is from 1st July 2019 to 30th April 2024.

After the end of the project, within the framework of the programme "Correction Services" some activities will be continued to implemented, covered by the funds of the program's bilateral fund.

  • 4 visits to Norway for trainees who have completed the programs developed within the framework of the ESF project;
  • ToT trainers visit to Romerike prison, KRUS, KDI for staff members from Latvian Prison Administration;
  • 2 visits to Norwegian prisons for mentors and Latvian Prison Administration staff;
  • Visit to Norway closed prison with contact person system operated, consultations on best practice;
  • Visit to Latvia to provide consultations on contact person system;
  • Visit to the Training Centre of the Latvian Prison Administration for staff members from KRUS;
  • Visit to KRUS  from the Training Centre of Latvian Prison Administration;
  • Study visit to one European Union country;
  • Experience exchange visit to Norwegian women's prison unit from Latvian Prison Administration Iļģuciema prison, as well as a return visit to LV Iļģuciema prison from the Norwegian women's prison unit;
  • Staff of Juvenile correctional institution from Latvia will visit relevant institution in Norway and staff from juvenile prison;
  • Visit of juvenile correctional institution from Norway to relevant institution in Latvia;
  • Regular meetings of Norway and Latvian for planning new period of cooperation with Norway grants, and consultative visits to EU countries;
  • Two representatives from Ministry of Justice of Latvia experience exchange visits to European countries;

The aim of the project is to improve the learning environment available to prison officials not only for acquiring theoretical knowledge, but also practical skills.

The trainings of Latvian prison officials currently is still taking place in the Training Center, which is located on the territory of the Central Prison, but very soon the new, modern training center in Olaine, will open its doors, which is being built as part of this project.

The Olaine Training Centre is designed to provide the employees of the Latvian Prison Administration with the opportunity to learn in premises suitable for their work, using improved training programmes and new training methods for acquiring professional knowledge. The training centre will have a floor area of approximately 2 500 square metres and will include not only training rooms for employees, but also a conference room, a museum of the prison system, a reading room, a dormitory, as well as sports and practical training rooms. The training centre will be able to train 150 employees at a time. The Olaine Training Centre will open its doors in the first half of 2024 and will also play an important role in the training of staff for the new Liepaja Prison, providing a training environment and infrastructure appropriate for the new resocialisation system.
