The Latvian Prison Administration (LPA) with the support of the Norway grants is implementing a project to establish a new Training Centre and Open prison block in the Olaine Prison territory. The aim of the project is to improve the training environment available to the correctional services staff for the acquisition of theoretical knowledge and practical skills, thus encouraging the training of staff and ensuring modern sentence execution, as well as the further development of inmate resocialisation system in prisons.

The improvement of inmate resocialisation system is based on the work of Latvian correctional services with inmates, which is based on professionalism, understanding of the situation of inmates, building positive relationships, positive communication and mutual interaction, understanding and consistency in the performance of official duties. In order to be able to further develop this approach and achieve high results, the level of professional qualification and professional growth of the staff in Latvian prisons is of great importance.

Thereby, within the framework of the project, Olaine Prison will be transformed into a multidisciplinary penitentiary institution, which will not only execute court-imposed sentences, provide integrated resocialisation and medical services, but will also provide a modern training and environment for qualification traineeship for Latvian correctional staff.

In order to promote positive change in the staff training process, within the framework of the project on February 1, 2022 LPA signed an agreement with Ltd. "Citrus Solutions" for the construction of the Open prison block in the Olaine Prison territory. Construction is expected to be completed by December 31, 2023. The new building will house the prisoners from the open prison block and the adjacent territory will be improved. In turn, the trainees of the Latvian Prison Administration Training Centre will be provided with traineeship opportunities in the new Open prison block.

Additional information:

On February 17, 2021 a contract was signed for the construction of a new Training Centre, which will have premises for correctional staff to acquire theoretical knowledge, conference hall, rooms for group lessons, computer class, sports facilities, dormitory, library and the LPA museum.
